The National Service Scheme (NSS) Bureau, Kalinga Institute of Social Sciences (KISS) Deemed to be University (KISS-DU), Bhubaneswar, successfully organized a three-day State Level Tribal Volunteers’ Empowerment Programme from 24th April to 26th April 2026, with the support of the State NSS Cell, Department of Higher Education, Government of Odisha. The programme witnessed the enthusiastic participation of 200 participants, comprising 185 NSS volunteers and 15 NSS Programme Officers, representing 16 NSS Bureaus across Odisha. The primary objective of the programme was to empower Scheduled Tribe (ST) NSS volunteers by enhancing their knowledge, leadership abilities, and commitment to community service.

During the inaugural session, Dr. Ramesh Chandra Behera, OES-I, SNO-cum-Deputy Secretary to Government, Department of Higher Education, Government of Odisha, highlighted the importance of government welfare schemes in the upliftment of tribal communities and emphasized the role of NSS as a vital link between the administration and grassroots society. He encouraged volunteers to spread awareness about education, rights, and development programmes in remote areas and stressed on the need for inclusive growth and equal opportunities for tribal youth. He further motivated the participants to act as responsible citizens and change-makers in society. The day concluded with competitions such as tribal dance and patriotic song, followed by cultural programmes and a review session.

The second day of the programme, began with physical training, and Sramadan instilling discipline and the spirit of community service among participants. A series of learning sessions were conducted on various themes, including Adivasi society and culture, community empowerment through education, the role of NSS volunteers as change agents, and leadership development in tribal areas. Participants actively engaged in various competitions such as debate, tribal attire show, and painting, which encouraged creativity, cultural expression, and teamwork. The day concluded with cultural activities and group reflection sessions.

On the valedictory day, a Sramadan rally, and advanced learning sessions focusing on challenges in tribal empowerment, sustainable livelihood and skill development, communication for social transformation, and the role of NSS in nation-building and action planning. Participants also took part in essay and reel competitions, showcasing their creativity and understanding of the themes discussed during the programme.

The valedictory ceremony marked the successful conclusion of the programme and included experience sharing by participants and addresses by eminent dignitaries. Mr. Ajit Khuswa, Youth Officer, National Service Scheme, Government of India, emphasized the core NSS motto “Not Me, But You” as the guiding principle of selfless service. He highlighted the importance of leadership, discipline, and teamwork in community development and encouraged volunteers to act as agents of social transformation in tribal regions. He also stressed the need to align their efforts with constitutional values and actively contribute to nation-building.

Ms. Sarita Patel, Regional Director, Regional Directorate of NSS Bhubaneswar, Ministry of Youth Affairs and Sports, Government of India, appreciated the active participation and discipline demonstrated by the volunteers throughout the programme. She emphasized the importance of continuing service activities beyond the duration of the camp and highlighted the need for skill development and capacity building among NSS volunteers. She also encouraged participants to focus on sustainable community development practices and stressed the importance of collaboration and networking among NSS units for achieving greater impact. The programme concluded with the distribution of certificates and prizes to participants, followed by a formal vote of thanks.

The programme resulted in significant outcomes, including enhanced awareness among participants regarding tribal rights, identity, and development schemes. It strengthened leadership, communication, and teamwork skills among the volunteers and increased their motivation towards community service and social responsibility. The programme also promoted cultural pride and unity among tribal youth and encouraged the development of action-oriented approaches for grassroots development.

In conclusion, the State Level NSS Tribal Volunteers’ Empowerment Programme – 2026 proved to be a highly impactful initiative in empowering tribal youth and strengthening their role in community development. The programme successfully provided a platform for learning, interaction, and leadership development. The insights shared by the distinguished dignitaries during the inaugural and valedictory sessions inspired the participants to actively engage in community service and contribute towards the holistic development of tribal communities. The vision of the programme strongly resonates with the exemplary work of Dr. Achyuta Samanta, Hon’ble Founder, KIIT and KISS who has dedicated his life to the empowerment of tribal children through education.
